Combine first 7 ingredients in a medium saucepan. Bring to a boil (stirring occasionally).
Remove from heat and let it rest for at least 10 minutes. Return to low heat and whisk in cocoa powder and vanilla.
Bring to a simmer. Use a slotted spoon to remove cinnamon stick pieces, star anise, ginger, and cloves. Divide between two large mugs and enjoy!
